The 17th TCU International e-Learning Conference (IEC2026) and the 5th International Conference on Educational Communication and Technology (ICTAECT2026) are leading international forum that brings together researchers, practitioners, and educators from around the world. Convening from August 6–7, 2026, at the Asia Hotel Bangkok in a hybrid format, it serves as a vital platform for sharing knowledge and discussing key issues in online learning and educational innovation. This year’s conference centers on the timely theme, “Resilient Minds: AI and Online Learning for Uncertain Times.”

Assoc. Prof. Dr. Thapanee Thammetar

Senior Advisor, Thailand Cyber University Project

Assoc. Prof. Thapanee Thammetar serves as Senior Advisor for the Thailand Cyber University Project. She combines policy expertise with a deep academic background, holding a Ph.D. in Educational and Communication Technology. Her contributions to the field include authoring “E-Learning: From Theory to Practice” and leading research projects on E-learning development guidelines for Thai Higher Education. Additionally, she has conducted extensive research on networked youth and technology acceptance, collaborating on international studies published in the Asia Pacific Education Review and Journal of Educational Computing Research.

Prof. Dr. Jintavee Khlaisang

Director, Thailand Cyber University Project

Jintavee Khlaisang is a professor at the Department of Educational Technology and Communications (2006-present), a deputy head of the Educational Invention and Innovation research unit, Faculty of Education, Chulalongkorn University, Bangkok, and a director, Thailand Cyber University Project, Ministry of Higher Education, Science, Research and Innovation, Thailand (2018-present). Her research interests include E-learning, Flipped classroom, Blended Learning Environment, Virtual Learning Environment, Ubiquitous Learning, Disruptive Technology, and MOOCs. Her recent publications were Ubiquitous Technology Enhanced Learning: the Outcome-based Learning Design for 21st Century Learners (2018), TCU-OBL: TCU Outcome Based Learning Plugin System (2017), Design of Web Based Learning: a Framework for integrating of Blended Learning, E-Learning, and Online Learning into your class (2016), and Systematic Design of Media and Instruction for Learning in the 21st Century (2016). Her latest research studies are entitled Innovation Based Deep Learning: Prototype Development Mobile Application with Smart Technology tools to Enhance Thinking Skills for Primary School Students (2018-present), Development of Gamified Self-Regulated Learning (GSRL) System in Ubiquitous Learning Environment to enhance Achievement Motivation for Thai MOOC (2018-present), Development of Online Testing and Rubric Scoring System for Information, Media, and ICT Literacies for Higher Education Learners (2017), Smart Technology for the Flipped Classroom to Enhance 21st Century Life and Career Skills for Higher Education Learners (2016), and Designing a Virtual Learning Environment System for Teaching 21st Century Skills to Higher Education Students in ASEAN (2015).

Senior Advisor, Thailand Cyber University Project

He obtained his bachelor’s degree in Pharmaceutical Sciences and further his master’s degree in computer sciences and Ph.D. in educational and communication technology from Chulalongkorn University. As a Senior Advisor (then Deputy Director) of Thailand Cyber University Project, he was involved in many projects, including Thai MOOC (Thailand Massive Open Online Courses), TCU-Globe (Interoperability among the learning object repository network, enabling search through a single query), e-Learning Professional Development (the first fully online training certificate program), and Thai-MOOC project.
